Proposed Plan Change 28 provides opportunities for allowing smaller section sizes in a peri-urban area near Glenelg Road, currently zoned Rural Residential. This area could allow densities down to 1 dwelling per half hectare (5,000 square metres), provided that physical constraints are addressed.
Proposed Plan Change 28 includes the following changes to the Combined Regional Land and District Plan:
- Change the “Glenelg Corner” from Rural Residential zone to Rural Lifestyle zone.
- Amendments to distinguish the two peri-urban zones, Rural Lifestyle and Rural Residential.
- Amendments to address management of stormwater and wastewater in the Rural R and Rural L zones. It inserts rules relating to impervious surfaces and the cumulative effect of wastewater disposal.
- Amendments to address concerns between peri-urban development and productive farming by proposing a rule requiring dwellings in the Rural L zone (Glenelg Corner) to be set back 30 metres from the boundary of the Rural Productive zone.

From there, submissions are analysed, summarised, and further submissions requested.

They will be reviewed by the Hearings Committee, who make a decision to approve or decline the proposed changes.

Submitters are notified, have an opportunity to appeal, or then the plan change takes effect.

Persons affected by a variation or plan change to the Part-Operative Combined Regional Land and District Plan can make a submission.
Submissions on variations and proposed plan changes should be sent to Gisborne District Council, P O Box 747, Gisborne, or delivered direct to the Council Office at Fitzherbert Street.
The process for public participation in the consideration of variations and proposed plan changes under the Resource Management Act 1991 (RMA) is as follows:
- After the closing date for submissions, the Council will prepare a summary of the submissions and this summary must be publicly notified; and
- There will be an opportunity to make a further submission in support of, or in opposition to, the submissions already made; and
- If a person making a submission asks to be heard in support of his or her submission, a hearing must be held; and
- The Council will give its decision on the variations and proposed plan changes (including reasons for accepting or rejecting submissions); and
- Any person who has made a submission has the right to appeal the decision on the proposed plan changes to the Environment Court.
The Gisborne District Council has made a decision to approve Plan Change 24 to the Part Operative Gisborne District Combined Regional Land and District Plan subject to amendments made as a result of submissions received.
Plan Change 24 : Renames the existing Rural Industrial Zone to Rural Industrial B Zone; Inserts new, and amends existing, objectives, policies and rules to provide for a new Rural Industrial A Zone and Rural Industrial B Zone; and Amends the planning maps by changing some sites zoned Rural Production to Rural Industrial A Zone.
Council's decision were be publicly notified on Saturday 13th October 2007.
Two appeals have been lodged with the Environment Court and will be processed in due course.
