What are our community outcomes?
Outcomes describe the community's vision for its future, what the community sees as important for its wellbeing. These outcomes – developed from the community consultation process – belong to the community. They are not Council outcomes. They are built on the common theme of Gisborne's treasured lifestyle, its climate, beaches and the warmth and energy of its people.

- Vibrant communities
- Connected communities
- Prosperous communities
- Safe and healthy haven
- Positive leadership
- Fair & active democracy
People who live, work and play in the district would like to see Gisborne as a place that is:
- safe and easy to get around
- built to fit the coast, flats & hills
and has:
- vibrant, healthy and diverse communities
- actively involved people
- a strong and sustainable economy
- a valued and protected environment.
Council must provide a Community Plan (sometimes called the Long-Term Council and Community Plan) every three years. Without the relevant policies in the Community Plan, Council cannot collect or spend rates.
The Community Plan sets the budget for year 1 and describes how it will be funded. The plan also provides detailed budgets for years 2 and 3 and less detailed budgets for years 4-10.
The Community Plan is reviewed every three years in consultation with the community. An Annual Plan is released in each of the intervening years. Each year Council reviews its actual performance against what it said it would do in the Community Plan. This is the Annual Report.
How does the annual plan cycle fit with the community plan?

The drawing featured on the cover of the 2006-2016 Community Plan was the overall winning entry in the schools art competition Council ran in conjunction with the Tairawhiti Museum and the Gisborne Herald . The drawing is by 6 year old Mikayla Paenga.
The 2006-2016 Community Plan (LTCCP)
The purpose of Council’s Community Plan (Section 93 (6) of the LGA 2002) is to:
a) Provide users with information about the core services and activities of Council;
b) Describe the Community Outcomes of the Gisborne District;
c) Provide integrated decision-making and co-ordination of the resources of Council;
d) Provide a long term focus for the decisions and activities of Council.
e) Provide a basis for accountability to the community;
f) Provide an opportunity for participation by the public in decision-making processes on activities to be undertaken by Council.

- The Plan has been prepared for the purposes listed above. It may not be appropriate to use this Plan for any other purposes.
