			<description>I  FEEL PEOPLE SHOULD BE ALLOWED MORE  THAN ONE DOG IN BUILT UP AREAS AS LONG AS THEY ARE FENCED AND HOUSED PROPERLY.AND NOT AN NUISANCE TO NEIBOURS. PLEASE REMEMBER.

			<description>You are just so lucky to have facilities like this in New Zealand, and the enthusiasm of governments at both levels to see them through. Trails like this benefit not only cyclists who will get hours of enjoyment from them, but also the communities along the way from the tourism spin-offs as well.

Here in New South Wales, both the half-dead State government and the Federal government can’t see across the road to see benefits from this type of facility. Just imaging what we would have here if even half the money squandered lately could have gone to support trails like this. 

I can’t want to get back to NZ to try them all out!</description>

			<description>I agree that reduced registration fees for spayed and neutered animals would be a great idea.  Unfortunately there will always be those people out there that own &quot;Labrador Cross&quot; dogs (that look strangely like Pit Bulls) who will fail to neuter, register, or microchip their animals, but at least the owners who &quot;do the right thing&quot; would be getting some kind of financial reward. </description>

			<description>Until recently I was blissfully unaware of Dog Control Policy, Bylaws and the like. I had no knowledge of where I should or should not take my dogs. life was simple then!
I knew that they should be registered and vaccinated for parvo and Fronline for fleas!
This makes me wonder if there are other owners out there living in blissful ignorance!!!
I received a letter on 19thJuly [ I hope it was with my reistration tags to save postage!] informing me of the review etc.Now, having studied the Policy, Bylaw and review letter I wish to comment as follows...
The Policy and Dog Control Bylaws are simply stated and reasonable, in my opinion.
I agree with the simplification that decisions about complaints from the public should be based on &quot;adverse effects.&quot;
We are living in a society where people can make complaints &quot;ad infinitum&quot; at no cost to themselves but which cost ratepayers considerable sums as staff are sent out to investigate what may well have little substance. Rodney Hides &quot;three strikes and your'e out!&quot; has appeal. After three complaints, someone should pay...the complainant or the culprit!
Say the cost of a night in the pound. Is that fair? Ratepayers are subsidising a considerable shortfall for Dog Control in our district. 
Lets work towards all being fair and reasonable, courteous, responsible and accountable!!!!
PS I would love another off leash park like Nelson Park.....it's fabulous!</description>

			<description>I agree with Pauline's comment of considering a reduction in fees for neutered and spayed dogs. Owners of these dogs have taken extra measures to ensure their dogs do not stray or have unwanted litters I think that needs to be rewarded!</description>

			<description>Every year we hear that quirky song on the radio about where you CAN'T take your dog for walks etc.. how about making up an one saying  where you CAN walk your dog and a map showing you these areas, available from the council  :)  I visited Masterton earlier this year, there is a park where you can exercise your dog, they also have doggy-do rubish bins too :)</description>

			<description>This is from the review of the dog bylaw - however I cannot find anywhere online that shows a map of the &quot;new&quot; urban boundaries. Can someone help please.
Clause 6 – Limitation on number of dogs

• This clause like the previous bylaw prohibits the keeping of more than one dog. The new clause requires this in an urban area. “Urban area” is defined in clause 2 as “the area contained within the Gisborne urban area boundary as marked on the maps of the Gisborne Combined Regional Land and District Plan plus any area zoned general residential in that Plan”.

The application of this clause in the new bylaw is wider. Under the previous bylaw it applied only to the Gisborne city boundaries</description>

			<description>The policy changes look fine.  I just wondered about teh process of determining the clause &quot;ensure their dog doesn’t cause a nuisance to neighbours and other people by persistent and loud barking or howling&quot; needs to be spelled out more fully somewhere.

-Titirangi Park (aka Kaiti Hill) has this laways been a prohibited area, I see dogs exercised there without probelms (apart from some failing to clean up after their animals) all the time. It seems an ideal place to exercise dogs, and I know soem females prefer to take their dog with them there.
