Development contributions

The development contributions policy was adopted by council on 26 June 2008 and applies from 1 July 2008.

Development contributions reduce the pressure on rates by requiring that developers fund infrastructure associated with developments.

Cost of growth - contributing to infrastructure

The contribution funds some of council's infrastructure, they include:

  • parks and reserves
  • roads
  • water supply
  • waste water
  • storm water management

Assessing developments

Council will assess your project when any of the following are granted:

  • resource consent for subdivision
  • building consent
  • service connection

A development contribution will apply to any increases in Household Unit Equivalent (HUE) within the area served by the infrastructure.
 
Payment is required before:

  • A Code of Compliance Certificate (CCC) is issued for a building consent.
  • A section 224c certificate is issued for a subdivision.
  • A service connection is provided or connected.
