Council is currently reviewing the infrastructure standards for subdivision and land development activities. This is a combined engineering and planning project that will involve changes to the District Plan and the development of a new Engineering Code of Practice. The aim of the review is to improve the effectiveness of these documents in achieving environmental and urban design outcomes.
There is also a need to update the Code of Practice and District Plan to reflect new technology and current best practice.
Infrastructure policies and standards are key contributors to how the city will look, feel and function in the future. There is a growing awareness that infrastructure decisions should be made with a focus on good environmental and community outcomes. To achieve this, a more flexible approach to engineering standards and low impact design initiatives are being considered. This is outlined in more detail in the discussion document below.
It is hoped that anyone with an interest in land development and subdivision will take this opportunity to read the document and provide their input.

Stage 1: Initial scoping exercise and discussion document (March 2010)
Stage 2: Notify draft district plan changes (August 2010)
Stage 3: Notify draft code of practice (November 2010)
Stage 3: Final drafts and council hearing (early 2011)

Council is currently reviewing the financial contribution provisions and funding principles in the Combined Regional Land and District Plan (District Plan). We want to hear from anybody who has thoughts about how to improve our provisions.
The review was initiated primarily to address overlaps between the new development contribution policy and existing financial contributions. The project also provides an opportunity to address ongoing issues with existing provisions and to considerr opportunities to use financial contributions for different purposes.
An initial scoping report has been completed. Financial contributions will be investigated in the following areas:
Consideration will be given to the relationship between financial contributions and development contributions; and improving the format and drafting of provisions.
