Plan Change 42 - Review of infrastructure standards

Plan change 42 aims to improve how council and developers design infrastructure. There are 3 key parts to the proposed changes:

  1. Reviewing the infrastructure requirements for subdivision and land development (including water supply, wastewater, stormwater, roading, reserves, street planting, telecommunications, electricity and gas);
  2. Reviewing requirements for structure planning and network utilities (excluding the airport);
  3. Making the layout of the infrastructure provisions easier to use.

Council proposes a new chapter on infrastructure that combines requirements from chapter 8 utilities; chapter 14 financial contributions, works and services; and chapter 15 roads, access ways and parking.

Council has adopted its first set of decisions on plan change 42. 
A hearing on the remainder of the plan change will be scheduled later in the year.

Additional changes to the wording and new cross-references throughout the plan support the proposed layout. The aim is to have a structure that is user-friendly, integrated and more likely to result in good environmental and urban design outcomes.

The work also includes reviewing council's engineering code of practice. The changes to the district plan are the first stage of the project; and work on the code of practice will begin soon.
