Pursuant to the Local Government Act 1974 Section 342 and the Transport (Vehicular Traffic Road Closure) Regulations 1965, NOTICE IS HEREBY GIVEN that for the purpose of allowing the Gisborne Car Club to hold an event, Waingake Road from Patemaru Road for the next 5 km, will be closed to ordinary vehicular traffic between 10am and 5pm on Sunday 8 November 2009. In the event of wet weather, will be held on 22 November.

Normal traffic flow will be allowed between runs.

It will be an offence under the above Regulations for any person otherwise than under authority of an authorised permit to use the road for ordinary vehicular traffic during the period of closure.

Notice is hereby given that the Gisborne District Council, for the purpose of allowing the New Year's Eve Town Clock Celebrations, proposes to close the following roads to ordinary vehicle traffic from 6pm Thursday 31 December 2009 to 2am 1 January 2010.

Gladstone Road from the town clock to the Derby Street & Bright Street intersections
Grey Street - 50m each side of Gladstone Road
Bright Street access to Gladstone Road will not be available during the closure.

During the proposed period of closure there will be no provision for ordinary vehicle traffic which would otherwise use the roads.

Any person objecting to the proposal can lodge a notice of objection in writing before 4pm Friday 20 November 2009 at the council office, Fitzherbert Street.

Adventure Playground closed

Council will fell 4 pine trees in the Adventure Playground so that pipes can be laid as part of the new Gisborne Wastewater Scheme. An area in the north-east corner of the playground will be temporarily fenced off with warning tape while this work is done.
The public are advised not to enter this area and to follow the instructions of the contractors on site. We apologise for any inconvenience and thank you for your cooperation.

Adventure Playground - part closure

Proposed change to the part operative Combined Regional Land and District Plan. The privately requested change is to rezone 4 lots (618, 620, 630 and 638 Nelson Road) west of Taruheru cemetery from their current zoning of rural residential to rural lifestyle.

This change would allow a reduction in the minimum section size from one hectare to half hectare or 5000m2. The proposal would also amend rules for yard distances, dwelling units per site, and minimum allotment sizes for subdivision.

Restricted Fire Season

Gisborne District Council, acting as a Rural Fire Authority, has declared a Restricted Fire Season over the whole of the Gisborne District Council Rural Fire Authority area from 8am on Saturday 19 December 2009.

This means that no person is allowed to light a fire without obtaining a written permit obtained from the Gisborne District Council. Gas barbeques and gas cookers are not subject to the above restrictions.
Applications for fire permits may take up to 3 working days to process. The above restrictions will remain in force until revoked by council.

The public is further reminded that a permanent restricted fire season applies to all forests and Department of Conservation territories including a 1km wide fire safety zone around these properties within the Gisborne District. Applications for fire permits in these areas need to be directly forwarded to the Eastland Rural Fire District or the Department of Conservation.

It is proposed to temporarily close Bright Street from Childers Road to Kahutia Street to vehicles between 9am and 11am on Wednesday 17 March 2010. This is to allow the Memorial Service to take place in front of the RSA. During the closure, no vehicles will be able to use the road.

Council is looking for “community caretakers” in Matawai, Whatatutu, Te Karaka, Patutahi, Tolaga Bay, Tokomaru Bay, Te Puia Springs, Ruatoria and Te Araroa.
We need to appoint someone in each of these areas to look after the things that make our communities great – the important stuff that makes us all feel proud of our townships - litter control, opening and closing of transfer stations, graffiti control, landscaping, parks and reserve mowing, weed control and other bits and pieces as required.
You’ve probably thought this needed to be done in your community – well now the opportunity has arisen to look after your slice of paradise and get paid to do it.
Obviously we have some checks and balances in place to ensure we all know what is required but if you live in one of these areas and think you have what it takes and the time to be this person then you need to fill in the form. Forms are also available at the Te Puia Service Centre.

Tikitiki & Rangitukia future plan

Gisborne District Council is preparing a Township Development Plan for Tikitiki and Rangitukia. The plan will capture the long term vision for the area and guide council in planning for future development over the next 20-years.

Council wants your involvement in preparing the plan and your thoughts on the following:

what makes Tikitiki and Rangitukia great places to live
what things should be recognised and preserved in these townships; and
what do you want the towns to be like in 20 years’ time?

Council staff, the Mayor and your local council representative will be at the Waiapu RSA on Tuesday 2 February 2010.

An open day where community members can drop in and korero about the plan and suggest ideas at the Waiapu RSA from 12pm – 2pm

A strategic planning workshop to help develop the Township Development Plan and record the needs and aspirations of the community - bring your imagination! to the Waiapu RSA from 2pm - 3.30pm.

We are also planning other ways for community members to get involved:

meetings with community groups and individuals;
an ‘ideas box’ at the Waiapu RSA; and
a children’s art competition

A number of council staff will be attending the workshops to get a picture of a realistic future for the townships that meets the needs and aspirations of the community.

Water, Stormwater and Wastewater Operation

Expressions of interest are sought for the operations and maintenance of water, wastewater and stormwater systems, for Gisborne District Council.

The objective of the expression of interest process (EOI) is to identify companies/joint ventures that have the appropriate relevant experience, track record, technical skills and management skills to participate in stage 2 of the procurement process. Short-listed companies/joint ventures will be invited to submit tenders to the contract to deliver water, wastewater and stormwater services to Gisborne district residents and ratepayers.

A key element in short-listing companies/joint ventures will be their approach to working collaboratively with Council. It is likely that the contract will commence in November 2010 and be made up of 3 terms - 2 years + 3 years + 3 years (to coincide with Council’s ten year plan reviews).

The information to be submitted as part of the EOI process can be downloaded below, or requested from Utilities Asset Manager Kevin Strongman. Please note that if material is downloaded it is advisable to email Kevin in order to receive notification of any further notices regarding this expression of interest.

Rere Falls reserve

Council intends changing the status of a small stock paddock within Rere Falls Reserve to ‘recreation reserve’ (as defined by the Reserves Act 1977).

The status change is proposed to make the land consistent with the rest of Rere Falls Reserve. This will enable future recreational use and provide access to the reserve from Wharekopae Road on the western side of Wharekopae River.

Nelson Road

A summary of submissions received on proposed private plan change 3 (Nelson Road) can now be reviewed.

Further submissions may be made in writing to the Gisborne District Council.

The privately requested plan change is to rezone 4 lots (618, 620, 630, and 638 Nelson Road), west of the Taruheru Cemetery, from their current zoning of rural residential to rural lifestyle.

This change would allow a reduction in the minimum section size from 1 hectare to half hectare (or 5,000m2).

The proposal would also amend rules for yard distances, dwelling units per size, and minimum allotment sizes for subdivision.

Sale of Liquor policy review

The Gisborne District Licensing Agency, which is a function of council, has a role to play in the reduction of liquor abuse through its responsibilities and obligations under the Sale of Liquor Act.

Council believes that the key to achieving the aim of the Act is in the promotion of responsible attitudes of both licensees and the public to liquor consumption. The policy provides guidance and consistency when it comes to liquor licensing matters for the public, police, licensees and licensing inspectors.

The purpose of the Sale of Liquor Policy is to assist with:

establishing a reasonable system of control over the sale and supply of liquor to the public
contribute to the reduction of liquor abuse as far as can be achieved by legislative means.

Council is proposing some changes to the current policy and is seeking feedback from the public on these.

After the water main has been flushed in your street, it is recommended you run water to waste - turn on your front outside tap for at least 5 minutes to run it clear. This is to ensure no ‘rusty water’ enters your property. This could possibly stain your washing. The water mains are flushed to ensure council continues to deliver the highest quality water.
