During a review of the published Summary of Decisions Requested in Submissions for Proposed Urban Plan Change 6, Council identified that some submission points had not been correctly categorised or clearly presented. The original submissions remain valid, and their substance has not changed. However, the way these points were published may have made it difficult for people to identify matters relevant to them.
Council has therefore corrected the published information and reopened a limited and targeted further submission period for the affected submission points. This ensures eligible people and organisations have a fair opportunity to consider and respond to them.
Reopening a limited and targeted further submission period also gives the opportunity to include two submissions that were only received after the Summary of Decisions Requested in Submissions was published.
Having identified the corrections required, and because two additional submissions have been added, in accordance with Clause 7 of Schedule 1 of the Resource Management Act 1991, Gisborne District Council gives notice that a separate further submission process in respect of the submission points incorrectly published and added is notified.
The Limited Summary of Decisions Requested in Submissions has been prepared for Proposed Urban Plan Change 6 to the Tairāwhiti Resource Management Plan and further submissions are now invited.
The Reopened Further Submission period starts on Tuesday 22 September 2026 and ends at 12:00 noon on Wednesday 7 October 2026.
Proposed Urban Plan Change 6 proposes changes to planning rules affecting housing and development within the Gisborne urban area, including new residential zones and changes to housing density in some locations in the city.
Limited Summary of Decisions Requested in Submissions
What is being corrected?
- Eight submission points were listed under the wrong Plan Change 6 section:
- Five submission points relating to the Medium Density Residential Zone (MRZ) were incorrectly published under the Mixed Use Zone (MUZ).
- Three submission points relating to the Mixed Use Zone (MUZ) were incorrectly published under the Medium Density Residential Zone (MRZ).
- Seven submission points were not attributed correctly to all of the sections of Plan Change 6 they related to.
- One submission point was incorrectly attributed to G25.
- Two submission points were not attributed correctly to the zones they related to.
- One submission point had a summary of the decision requested that was incomplete.
- One submission, that was submitted in hard copy, was not fully transferred into the submission database, and was subsequently not attributed to all of the plan change consultation points to which it related.
- One submission is republished because a database error caused the submission number to change.
- 14 submission points that related specifically to the area covered by the proposed new zones were correctly allocated. However, the summary was not clear on the zone being submitted on.

While the content of the submissions was correct, the incorrect indexing of the submission points in the summary of decisions requested would have made it difficult for people to identify that the submission points may have been relevant to them.
If you have already made a submission or further submission, that submission or further submission remains valid, and will be part of the hearing process that is planned to begin later this year.

Council encourages anyone considering making a further submission to read the original submission they wish to respond to, rather than relying solely on the Limited Summary of Decisions Requested in Submissions.
Making a further submission
The Council is now calling for further submissions in support of, or in opposition to the submission points that were not correctly published, were difficult to identify, and were not included in the summary of decisions requested for Proposed Urban Plan Change 6.
Further submissions are limited to supporting or opposing matters raised in the original submissions. A further submission allows eligible people to support or oppose matters raised in an original submission and have those views considered alongside the original submission.
A further submission may only be made by:
- a person representing a relevant aspect of the public interest; or
- a person who has an interest in Proposed Plan Change 6 greater than that of the general public.
A further submission cannot introduce new matters that were not raised in an original submission. A further submission must clearly state whether it supports or opposes the original submission and explain why. It must identify the original submission it relates to, including the submission number and submission point reference (for example, 4.1), as shown in the Limited Summary of Decisions Requested in Submissions.
Further submissions must be made in writing using the Council’s further submission form or comply with Form 6 of the Resource Management (Forms, Fees and Procedures) Regulations 2003. It must state whether you wish to be heard at a hearing. The further submission form is available on the Council PC6 website, or at the HB Williams Memorial Library and the Council Offices in Gisborne.
Any person making a further submission must serve a copy of their further submission on the person who made the original submission within five (5) working days of lodging the further submission with the Council.

What happens next
After the close of further submissions:
- All original submission and further submissions received during the initial further submission and reopened further submission periods will be considered
- Public hearings will be held to consider submissions and further submissions
- The Council will make and publicly notify its decision on Proposed Urban Plan Change 6
- Council decisions may be appealed to the Environment Court.
