Plan changes and variations update the Tairāwhiti Resource Management Plan (TRMP) in response to legislative changes, emerging issues, environmental considerations and community or development needs. Plan Change 6

Proposed Urban Plan Change 6 (PC6) updates the Tairāwhiti Resource Management Plan to enable a wider range of housing types within Gisborne city, supporting housing supply and affordability while protecting highly productive soils.

Original submissions closed 25 May 2026

During a review of the published Summary of Decisions Requested in Submissions, Council identified that some submission points had not been correctly categorised or clearly presented. The published information was corrected and a limited and targeted further submission period was reopened for the affected submission points.

Council will consider all submissions and further submissions before preparing a report on the proposal. A hearing date will then be set and notified to submitters and further submitters who have indicated they wish to be heard.
