Te Karaka Stopbank Upgrade - Part 2

Proposal

Due to file size limits on the Council website, some documents relating to the Te Karaka Stopbank Upgrade cannot be uploaded to the main project webpage.

A second webpage, Te Karaka Stopbank Upgrade – Part 2, has therefore been created to provide access to documents that exceed the maximum file size limit.

The two webpages form part of the same project information and should be read together.  Part 1, can be accessed at the link here  Te Karaka Stopbank Upgrade - Part 1 | Gisborne District Council

The applicant seeks resource consent for the Te Karaka Stopbank Upgrade Project to improve flood protection and resilience for the Te Karaka township and reduce flood risk to approximately 200 properties and key community infrastructure.

The proposal includes the construction and upgrading of approximately 4.2 kilometres of stopbanks, associated earthworks, road raising, drainage and stormwater infrastructure, works within and adjacent to the Waipaoa River, temporary water take and discharge activities during construction, vegetation clearance, temporary access works, service relocations, and landscape planting and site reinstatement.

The proposal may result in changes to flood behaviour in some areas outside the proposed flood protection scheme. The application is supported by specialist assessments including engineering, hydraulic, ecological, geotechnical, landscape, archaeological, noise and vibration reports.

The application has been publicly notified under section 95A of the Resource Management Act 1991 and will be heard by an Independent Commissioner Panel on 28 - 30 September 2026.
