Waste Minimisation

We're committed to improving how we manage waste - reducing its impact on people and the environment, and supporting communities and businesses to minimise waste wherever possible. Every step towards smarter waste solutions helps lower disposal costs for ratepayers and creates healthier outcomes for all.

2024-2027 Three Year Plan funding

$11.6M external funding, $1.4M Council funding - $13M total funding to deliver key waste initiatives:

Resource Recovery Centre (RRC)

Phase 2 of the RRC study will focus on design and construction - confirming sites, costs, structures, and operational opportunities. This includes:

  • final site due diligence
  • high-level concept design
  • operating models and site selection will be presented to Council for consideration.
2025 - 2031 Waste Management and Minimisation Plan (WMMP)

Development of the new WMMP is underway including:

  • drafting the plan
  • creating a communications strategy
  • early engagement with the community and stakeholders.
    Feedback from this engagement will  inform the draft plan, which will go through formal  consultation in 2025 before being presented to Council for adoption.
Community engagement and education

We're continuing programmes that promote waste education and behaviour changes. The WMMP review will guide targeted initiatives to address district-wide challenges including:

  • workshops and community events
  • the EnviroSchools programme
  • partnerships with local organisations and businesses.
    We'll also share data on waste and recycling volumes to build community awareness and support informed change.

Council has an important role in managing waste, reducing the harm waste can cause, and encouraging communities and businesses to reduce waste.

Through the Waste Management Minimisation Plan (WMMP) Council has committed to these district-wide waste minimisation targets: 20% reduction in the total waste sent to Class1 landfills by 2024; 40% decrease in organic waste by 2024 (kerbside collections) and 20% increase in recycling by 2024.

The 2017 Waste Assessment describes the waste situation in the Gisborne district and is the planning foundation for the WMMP.
