Governance

Gisborne District Council is one of 6 unitary authorities. This means we carry out both territorial authority and regional council functions within a single organisation.

Our governance and management structures maintain a clear separation between regulatory functions and other responsibilities, supporting transparency, accountability and good decision-making. Council operates under a wide range of local and national legislation.

2026 Local Governance Statement

The Local Governance Statement brings together key information about how Gisborne District Council operates, how we involve residents in decision-making and the ways our community can influence council processes. It summarises Council's core functions, responsibilities, governance and management structures, decision-making and meeting processes, consultation and engagement policies, key planning and policy documents and how the public can access our services, elected members and official information.

Section 40 of the Local Government Act 2002 requires councils to publish a new Local Governance Statement within 6 months of each triennial election.
