Cadet programme

Creating career pathways for local job seekers in Tairāwhiti

The hands-on cadetship programme, run in partnership with Ministry of Social Development (MSD), offers paid work experience, structured training and wrap-around support across Council teams.

In 2024, 3 cadets joined our Events, Theatres, and Wastewater teams. The initial 8-week programme was extended to 12 and one cadet moved to a permanent role.

In 2025, 4 more cadets stepped into roles in Resource Consents, Programme Support, Dune Restoration and Water Treatment. One earned a 6-month fixed-term contract and 2 others had their placements extended - showing how flexible the programme is in matching talent to Council needs.

Cadets often tell us they’re surprised by the breadth of Council’s work - and how welcoming our teams are. The programme builds confidence, skills and an appreciation for the mahi behind Council’s essential day-to-day services.

We’re passionate about supporting local people into local jobs. This programme grows talent, fills essential roles and help ensure our workforce reflects and supports Tairāwhiti’s community.

Who can apply?

Local job seekers keen to build skills and gain experience. Talk to your MSD case manager to check eligibility.

How long is it?

Typically 8-12 weeks, with the possibility to extend if there's additional work available.

Are cadets paid?

Yes, cadets earn a wage, jointly funded by Council and MSD.

What kind of work is involved?

Cadets have worked in Events, Theatres, Wastewater, Resource Consents, Programme Support, Dune Restoration and Water Treatment.

Can cadets move into permanent roles?

Absolutely. The programme is designed to open doors – and it’s already doing that. Moving into a permanent role is possible if there's ongoing work and opportunities available.

How does MSD support the programme?

MSD helps screen and prepare candidates and co-funds wages, training and support.
