Further submissions are now open on Proposed Urban Plan Change 6, allowing eligible people to support or oppose original submissions on the proposal.
Urban Plan Change 6 proposes changes to planning rules affecting housing and development within Gisborne city.
Council has published the Summary of Decisions Requested, that outlines decisions sought from original submissions received during consultation in March – May and is available for eligible people and organisations to give further comment on by 12 noon Wednesday 12 August.
Mayor Rehette Stoltz thanked everyone who participated so far.
“Thank you to everyone who took the time to make an original submission. Council has now published the Summary of Decisions Requested to help people identify the submissions and issues they may wish to respond to.”
"People will often have different views about planning proposals. Further submissions provide an opportunity for eligible people and organisations to respond to the views put forward through the consultation process before the Plan Change proposal is considered by independent hearing commissioners.”
What is a further submission?
A further submission may be made to support or oppose matters already raised in original submission. It cannot raise new issues or seek changes that were not included in an original submission.
Generally, further submissions may be made by people or organisations representing a relevant aspect of the public interest, people who have an interest in the proposal that is greater than the general public, or the local authority.
Submitters who made an original submission earlier in the year are eligible to make a further submission, but also anyone who did not submit originally may still be eligible under the Resource Management Act.
"If you're unsure whether you may be eligible, or you need help understanding the process, Council is here to help," says Mayor Stoltz.
How to make a further submission:
- check that you are eligible
- find and read the original submission you wish to respond to and note its submission number
- state whether you support or oppose the submission, or part of it
- explain the reasons for your position
- explain how you are eligible to make a further submission
- state the decision you would like the hearing panel to make
- lodge your further submission by 12 noon on Wednesday 12 August 2026
- send a copy to the original submitter within five working days of lodging it with Council.
Drop-in information sessions
Council is holding public drop-in sessions to help people understand the further submission process:
- Tuesday 28, Wednesday 29, Thursday 30 and Friday 31 July, 11.30am – 1.00pm, Council foyer, 15 Fitzherbert Street
- Thursday 30 July, 4pm – 7pm, Council Foyer.
Questions can also be emailed to trmp@gdc.govt.nz, or people can phone Council for assistance.
Council staff can explain the process but cannot advise people what position to take or whether they should support or oppose a submission.
“Different perspectives are an important part of the planning process,” says Mayor Stoltz.
“We ask everyone to be respectful, courteous and kind when engaging with other submitters. We look forward to hearing the range of views on this important kaupapa.”

The Summary of Decisions Requested, original submissions and further submission forms are available to view at gdc.nz/pc6, the HB Williams Memorial Library and Council’s Fitzherbert Street office.
