At Gisborne District Council we take health and safety seriously.

We're constantly looking at ways to improve our performance in this area. We're developing best practice standards to guide our organisation as it embraces the requirements of the Health and Safety at Work Act (HSWA)

This is not just about compliance - it’s about getting people home healthy and safe.

Our policy

Contractor pre-qualification scheme

We've teamed up with other councils and to provide a contractor pre-qualification system.

Register with either SHE or Tōtika

This helps us to meet our responsibilities to make sure contractors working for, or on Council assets, or supplying services have effective health and safety management systems and hold current and relevant insurances.

How to apply

This process requires contractors and sub-contractors who carry out services for councils to apply to become pre-qualified.

If these expire in the system, councils may not allow you to carry out work for them until renewals are received.

The application is simple to follow for both SHE and Totika, there are guides and resources for what you need to have prepared before you start the questionnaire.

This will make the process quick and easy while still ensuring compliance is met and evidence is submitted.

As contractors become pre-qualified, company details are available on the Approved Contractor List

This provides visibility to contractors and councils to identify who is approved, assisting with the tendering process and council procurement.

Start your Tōtika

This process is being handled by the Waikato Local Authority Shared Services, along with the BOPLASS (Bay of Plenty Local Authority Shared Services) using an internationally recognised portal.

The fees are paid online and they're inclusive of all insurances when registering or renewing.

Contractors who pre-qualified before 1 January 2019 will still need to pay insurance renewals until the period of your next actual pre-qualification renewal.
